The relationships between the European Union and Russia are peculiarly paradoxical. The Agreement on Partnership and Cooperation negotiated in 1994 was signed in 1997 and expired in 2007. However, since it has not been terminated by either party and has not been adjusted to the ever-changing circumstances, both parties accept the agreements concluded at the time, which are tacitly renewed from year to year as agreed. In parallel to this Partnership and Cooperation Agreement, the "Common Strategy of the EU towards Russia" was signed by the European Council in 1999. Likewise, the eastward enlargement of the EU and the "Agreement on closer strategic cooperation and the establishment of four common spaces" in 2005 had an impact on the relationship between the European Union and Russia, which repeatedly had an ambivalent character. This monograph therefore deals with the essential events in the relations between the European Union and Russia between 1989 and 2018 and raises the following research question: What explains the evolution of EU-Russian relations between 1989 – 2018?

One can increasingly recognize a tension between increased demand and changes in terms of expectations and attitudes of people in need of care. Thus care-dependent people focus more and more on using individual care services, giving preference to in-house care. Institutional provision of care, on the other hand, is increasingly put into question because most care-dependent people wish to live at home for as long as possible.
Due to the research conducted on care-dependent people in the European Union, a major research contribution could be made for the public health sector, especially considering that in light of the rapid ageing of the EU population, measures for achieving healthy ageing have increasingly become fundamentally important for public health in order to minimize or prevent the loss of well-being as well as the burden of illness and disability.
